Why don't the Dutch like to speak to a person in Dutch learning Dutch?

Wow, what a tongue twister. It's not like I'm ever going to learn Dutch but I learned German and I had only very few people speak German to me in 2008 and 2009. Do the Germans speak German to people learning German?
